The Problem
What is the big question we are solving?
AI is entering filmmaking faster than any technology before it. Making moving images will keep getting easier, and the volume of work will grow quickly. But the field now faces a more consequential question: once AI can generate content without limit, how do we judge what makes a film good?
- What makes an excellent film in the age of AI?
- Once AI takes part in the work, how do we evaluate originality, artistry, and human contribution?
- Are AI scores reliable, and how do they relate to the judgment of human experts?
- Across different cultures, are judgments of “a good film” systematically different?
- As commercial platforms gain ever greater power over distribution and evaluation, who safeguards independence and public trust?
GAC is not another film festival, and it is not a scoring product. What we are building is the public infrastructure that AI cinema will need for decades: evaluation standards, research validation, an industry index, an international archive, and a system for recognising work and talent.

Why Now
Why this has to happen now
The next two to three years are the decisive window in which the rules for evaluating AI cinema — and the field's understanding of them — will be set. As the cost of generation collapses, what becomes scarce is no longer the ability to make a film, but:
- who can judge quality credibly;
- who can build evaluation methods that are cross-cultural, verifiable, and open to improvement;
- who can earn the shared trust of festivals, universities, creators, industry, and the public.
If independent institutions do not take part in setting these rules now, judgments of value will increasingly be defined by commercial platforms, technology companies, or a single cultural system. GAC intends to establish an independent institution grounded in the public interest and in Humanity First — while the rules are still open.
The Real Question
This is not only a question about cinema. It is a question about how humanity continues to define cultural value in the age of AI.

Sustainable funding, and the principle that governs it
As a 501(c)(3) public-benefit organisation, GAC's sustainable funding will come from five sources.

The Independence Covenant
Funding cannot buy judgment.
No gift, sponsorship, or partnership may influence GAC's evaluation results, research conclusions, editorial decisions, rankings, selections, or honours. Supporters can help build the institution. They cannot buy its conclusions.

Beyond Donation
We are looking for more than donors
GAC is looking for a small group of people who genuinely believe this work matters over the long term. They may come from film, technology, academia, investment, philanthropy, media, culture, or global industry. We hope they will not simply support a project, but help establish an institution built to last.
For a small number of leaders with deep mission alignment, international perspective, governance experience, and the willingness to commit for the long term, GAC will also consider invitations into its governance and leadership — including its future board and committees.
Governance Principle
Board service is not purchased.
A board seat is never granted in exchange for a gift. Directors carry real governance obligations, fiduciary duty, and responsibility for the institution's mission. Donation demonstrates commitment; board service requires mission alignment, governance value, and fiduciary responsibility.

A historical window
We are still in the early years of AI cinema. But a decade from now, many of the rules governing AI creativity, the value of a film, human authorship, and the machine's part in cultural production may already have hardened into common sense.
The question that matters is: who takes part in defining them?
GAC intends to bring filmmakers, researchers, technologists, and the public into that process — rather than leaving cultural value entirely to algorithms and commercial platforms.
